July 2026 will be remembered as the month agent-to-agent payments stopped being an experiment and became infrastructure. Four things happened in the span of two weeks that changed the landscape permanently. Here's the timeline, the numbers, and what it means for developers building AI agents.
40 member organizations — Visa, Mastercard, Stripe, Google, AWS, Coinbase, Ripple, Circle, Cloudflare, Shopify, Adyen, Solana Foundation, Stellar Development Foundation, American Express — formally established the x402 Foundation as a neutral governance body under the Linux Foundation. The dormant HTTP 402 status code, revived by Coinbase in May 2025, now has an independent standards home.
Ripple joined the foundation same day, supporting XRP and RLUSD for x402 settlements. By July 22, the XRP Ledger had processed 1.43 million autonomous agent transactions with 129 merchants settling in XRP and RLUSD.
Their joint analysis confirmed what builders already knew: 76% of AI agent transactions fall below Visa's $0.30 fee floor. Stablecoins on Layer 2 networks are the only viable path for micro-commerce. The report documented ~$15M in on-chain x402 volume and over 109 million cumulative transactions across Base, Solana, and Polygon.

Injective became a Core Member alongside Coinbase and Circle, ensuring DeFi-native settlement rails have a seat at the standards table.
The protocol war is over. x402 won — not because it's the only standard, but because it's the most open, the most integrated, and the only one governed neutrally under the Linux Foundation with 40 members who collectively process the majority of the world's payments.
